Q & A for Shaykh Allamah Abdul Azeez bin Baz رحمه الله may Allah have mercy upon him.

Q: In the event of rain, is it permissible they combine Salah al-Maghrib and al-Ishaa and Salah Taraaweeh before its time in the month of Ramadan?

A:  Yes, in the case of rain or severe hardship in a place, and it is slippery in the markets, so it is better to combine the Salah for easiness upon the people (who come to pray ).  So when it is combined, pray the Taraaweeh prayer after praying the Isha because the time of the two prayers come at one time (at the same time). When it is combined between the two salahs in the time of al Maghrib prayer (combine Maghrib and Ishaa at Maghrib time) and they prayed Taraaweeh after that no problems with this and all the praise is for Allah.
