Q&A Shaykh Salih al Fawzan is there a Special Fiqh for the Muslims of the West who are a Minority



Question: May Allah reward you with good, and like this, it is clear in the last years what is titled as Fiqh (Islamic Jurisprudence) of the minorities. So they say that what is passed as fatwa with us here in the Kingdom (KSA) for example or in of the Islamic countries that it is not imperative to apply it on the Muslims those who live in Europe (the West) so for them there is a special Fiqh ( Islamic Jurisprudence ).   


Answer:  The Muslims in all places here or there they return to the Quran and the Sunnah and to the people of knowledge ( the scholars of Islam).

What is it with the minority is there a special Fiqh for the minority, a special ruling (ahkam Islamic Ruling) or other than them from the Muslims for them is a special ahkam (Islamic Rulings).

Nay rather there is one (Ahkam) Islamic Ruling and one thing they return to and it is the Quran and the Sunnah. So the Muslims do not derive for the minority a special Fiqh or other than the minority a different Fiqh, for who said this? No one will say this except an ignorantness.

جزاكم الله خيرًا كذلك مما ظهر في السنوات الأخيرة ما يسمى بفقه الأقليات فيقولون ما يفتى به هنا في المملكة مثلاً أو في أي دولة إسلامية لا ينبغي أن يطبق على المسلمين الذين يسكنون في أوربا فأولئك لهم فقههم الخاص.

المسلمون في كل مكان هنا أو هناك يرجعون إلى الكتاب والسنة وإلى أهل العلم، ما هو بالأقليات لها فقه وأحكام وغيرهم من المسلمين لهم أحكام، لا بل الأحكام واحدة، والمرجع واحد وهو الكتاب والسنة فلا يقسم المسلمون إلى أقليات لها فقه خاص وغير الأقليات لها فقه آخر، من قال هذا؟ هذا لا يقوله إلا الجهال.
