Shaykh Salih al Fawzan speaks about those who shop for a Fatwa.

من آداب المفتي والمستفتي
” The Etiquette of the Mufti (who gives a fatwa, who answer questions with answers) and the Mustaftee (the one who seeks a fatwa {verdict, answer}) “
Like this from the etiquette(s) of the one who seeks a fatwa, that he limits it to one Alim (scholar), and he ask the scholar who is authentic, known for his deen and for his knowledge. He limits it to asking him and his answer only, and he does not go to this and that person, like what some of the people do today. For some of the people today ask an Alim (scholar) and he answer him, then he goes and ask a second (scholar) than a third, because either that he wants to conflict the statements of the scholars and spread this to the people, or either that he wants to go with the answer that please his whims. So an Alim answers him upon other than what he desires (as an answer), then he goes and asks some one else. In perhaps he goes , he makes it easy for him and he finds for him the easy path by what he claims (he finds what he is looking for), this is not permissible.
If he desires to ask a question so he asks the scholar who is authentic known for his knowledge and his deen, and he limits it to that scholar and his answer (only). This is the etiquette of the one who seeks a fatwa. Like that is also from the etiquette of the one who seeks a fatwa by paying a close attention concerning to asking if there is no need or a problem, just as we mention rather asks if there a need for that (to know something related to his or her deen). Allah the Most High said:
فَاسْأَلُواْ أَهْلَ الذِّكْرِ إِن كُنتُمْ لاَ تَعْلَمُونَ
“Ask the People of knowledge if you do not know”.

كذلك من آداب المستفتي أن يقتصر على عالم واحد يسأل من يثق بدينه وعلمه ويقتصر على سؤاله وعلى جوابه ولا يذهب على فلان وفلان وفلان مثل ما يفعل بعض الناس، فبعض الناس يسأل العالم فإذا أجابه راح يسأل الثاني راح يسأل الثالث، لأنه إما أنه يريد أن تتضارب أقوال العلماء وينشر هذا في الناس، وإما أنه يريد أن يأتي الجواب على رغبته، فإذا أجابه العالم على غير رغبته راح يسأل غيره لعله راح يسهله ويجد له طريق سهل بزعمه فهذا لا يجوز، إذا أردت أن تسأل فاسأل من تثق بعلمه ودينه واقتصر عليه وعلى جوابه، هذا من آداب المستفتي، كذلك من آداب المستفتي أيضا ألا يسأل من غير حاجة من غير إشكال كما ذكرنا بل يسأل إلى احتاج إلى ذلك، قال تعالى: (فَاسْأَلُواْ أَهْلَ الذِّكْرِ إِن كُنتُمْ لاَ تَعْلَمُونَ).
