Those who use Qadir as an Excuse to be Negligent.

All praise is for Allah , and blessing and peace be upon His Messenger.
Arabs from the laymen have a custom to make many excuse for poor irresponsible safety measure, when something befalls they say ‘Allah decree this’ yes, but not an excuse for them to be negligent. How there is a number of cranes in a place where people are below it that is clear negligent and disregard for safety. Safety not only trying to prevent people to over throw the government, which they take all the security measures to do so, or protecting the deen, it also with protecting the people from all forms of safety hazards.
It is known in some of the laymen of the Arabs who are negligent and leave harmful things in the people’s path and say ” if Allah decree it will not harm no one, and if Allah decree it will harm them”. Not using the statement ‘Allah decree’ as a reason to be negligent, like the Sufis who say with their wrong understanding of Qadir and Asbaab if Allah decree I memorize the Qur’an with no efforts, or he who say from the Sufis who travel without means ‘Allah will provide’, without preparing him self with the proper means.
وَتَزَوَّدُوا فَإِنَّ خَيْرَ الزَّادِ التَّقْوَىٰ ۚ وَاتَّقُونِ يَا أُولِي الْأَلْبَابِ
And take a provision (with you) for the journey, but the best provision is At-Taqwa (piety, righteousness). So fear Me, O men of understanding! Surah baqrah 197
So Arab need to stop using the statement Qadir as a means to not have proper and correct safety measure and if something befalls yes it is the qadir, but not an excuse to be negligent.
Harmful Matter in path is from Branches of Kufr
Narrated by Abu Hurairah (radiallaahu ‘anhu): The Messenger of Allaah (salallaahu ‘alaihi wa sallam) said,
“Eeman has sixty or seventy-odd branches. The least of them is to remove something harmful from the road, and the most lofty of them is the saying: ‘La illaha il Allaah’ (none has the right to be worshipped except Allaah). And modesty is a branch of Eeman.” [Agreed Upon]
Shaykh Saalih al-Fawzaan (hafidhahullaah) said in his explanation of al Usool uth-Thalaathah :
“Placing that which is harmful upon the path is forbidden because the path is for those who wish to walk upon it, and harmful matters impede those who want to proceed or put them in danger. Such as stopping his car upon the road; this is from harm. And letting water flow out from the house onto the path; this is from harm. And putting rubbish on the path; this is from harm. The adhaa (harmful matter) is anything which causes harm to the people, whether it be thorns or rocks or filthy things or refuse. So placing a harmful matter on the path is from the branches of Kufr, and removing the harmful matter from the path is from the branches of Eemaan.”
Buildings and taking care of the people’s safety not an excuse to shirk their responsibility, did they not read the blood of the Muslim more scared than the kabbah:
حدثنا عبد الله بن عمر قال رأيت رسول الله صلى الله عليه و سلم يطوف بالكعبة ويقول ما أطيبك وأطيب ريحك ما أعظمك وأعظم حرمتك والذي نفس محمد بيده لحرمة المؤمن أعظم عند الله حرمة منك
Abdulla bin Umar said – I saw the Prophet doing tawwaf around the Ka’aba saying “How sweet/ good are you and how sweet is your scent. How great are you and how great is your sanctity. By the One who the soul of Mohammad is in His Hand the sanctity of a believer is greater with Allah than your sanctity” Ibn Maja
Using all mean to build lofty and lavish masjids and forget their amanah in protecting its people from hazards, and very negligent having cranes in a place where people walk below it or even praying. Which the blood of the Muslim more scared than the kabbah it self and the building structure around it.
Al-Bukhaari entitled a chapter in his Saheeh: “Chapter on the building of mosques; Abu Sa’eed said: The roof of the mosque – i.e., the mosque of the Prophet (peace and blessings of Allaah be upon him) – was made of palm branches. ‘Umar ordered that the mosque be rebuilt and he said: Protect the people from rain, but beware of using red or yellow (for adornment) and distracting the people. Anas said: They build mosques about boast about that, but they do not use them for worship except rarely. Ibn ‘Abbaas said: You are going toadorn (mosques) as the Jews and Christians adorn (their places of worship).
Abu Dawood (448) narrated that Ibn ‘Abbaas said: The Messenger of Allaah (peace and blessings of Allaah be upon him) said: “I have not been commanded to build lofty mosques.” Ibn ‘Abbaas said: You are going toadorn (mosques) as the Jews and Christians adorn (their places of worship). This hadeeth was classed as saheeh by al-Albaani in Saheeh Abi Dawood.
We ask Allah the most High to grant those who die jannah as those who where hujaaj (making hajj) to raise in the state they died Ameen!
