That many of the ordinary Muslims [ { laymen } the Muslims who are not rooted in Islamic knowledge like Sciences of fiqh, and hadeeth, tafsir etc] they believe in half from this month [ of Shabaan]; which they believe in Shabaan (a special event), and also they hold two beliefs with customs and there is no origin from the Shariah [ Islamic Law].

Concerning the first beliefs:  Indeed that many from the ordinary Muslims think that half the night [ in Shabaan] it is written in it what is decree in that [ coming] year, and this affair is not like that.  In that night which is written in it what is the decree in that coming year, it is only in Layla al-Qadr [the night of power] and Layla al-Qadar is not established except in Ramadan. The statement of Allah the Most High:

إِنَّا أَنزَلْنَاهُ فِي لَيْلَةِ الْقَدْرِ

Verily, We have sent it (this Qur’an) down in the night of Al-Qadr (Decree).

surah Qadir :1

And He the Most High stated:

إِنَّا أَنْزَلْنَاهُ فِي لَيْلَةٍ مُبَارَكَةٍ إِنَّا كُنَّا مُنْذِرِينَ * فِيهَا يُفْرَقُ كُلُّ أَمْرٍ حَكِيمٍ

We sent it (this Qur’an) down on a blessed night [(i.e. night of Al-Qadr, Surah No. 97) in the month of Ramadan – the 9th month of the Islamic calendar]. Verily, We are ever warning [mankind that Our Torment will reach those who disbelieve in Our Oneness of Lordship and in Our Oneness of worship].  Surah ad-Dhukaan:3

He states:

شَهْرُ رَمَضَانَ الَّذِي أُنْزِلَ فِيهِ الْقُرْآَنُ

The month of Ramadan in which was revealed the Qur’an..

Surah Baqara:185

With these three proofs it explains that Layatu al-Qadir  which is written in it [Indicate that the fate of every believer for the coming year is decreed on this night] what happens in the [coming] year and that is Ramadan only, and in half  the night in Shabaan meaning: believing  that it is written  in half that night what is going to happen in that [ coming] year. There no grounds for it in the Shariah [ Islamic Law] nor it is believed.

Concerning the second beliefs: so verily they believe that standing half the night in Shabaan and fasting half the day in  Shabaan and in it are rewards and distinguish from other than it from other months. This belief is built upon from hadeeths which are present that [ half the night of shabaan and fasting half the day in Shabaan]. But the hadeeths are weak and you do not establish with it proofs nor do you establish with it in Islamic law. With this it is not from the Sunnah that we specified a half a day from Shabaan with fasts nor half a night from Shabaan withstanding only these two [ events]  like other than these two in other months.  But if the fasts of the people from this month [ Shabaan] three days- alyaamul-bayeed [ date 13-14-15 in any Islamic month]. For him is a reward just as for him a reward like if he fasts in any other months.  Rather Allah’s Messenger he fasts in this month [ Shabaan] like no other months he fast the whole of it or whole up to a little [ mean half of the month] of this month  [Shabaan].  Concerning the affairs of the habit with some of the people believe in it that some of the people make for the half of a day food and feed it to their neighbors and the people they know. They take that affair as a tradition this also has no grounds in the Shariah [ Islamic Law] for the bounties to give food on half the day from Shabaan and upon this is no obligation for the people and no obligation to take this as a habit. Because some of the people think that it is a legitimate affair [ in Islamic Legislation]  and is not a legitimate affair [in Islamic Legislation] regard to the Prophet sallahu wa alayhi wa sallam.

And after for indeed, I say to you all:

That to follow the Sunnah and be committed to what is correct regarding Allah’s Messenger sallahu wa alayhi wa salam, he is the best and he who has the best of actions. Regarding that which is not established from Allah’s Messenger sallahu wa alayhi wa salam, and that is the reality of the Deen. Namely to follow Allah’s Messenger sallahu wa alayhi wa salam he is the reality of this Deen nor that the people depend upon things received from what previous for there no origin/grounds in the Shariah of the Prophet sallahu wa alayhi wa salam so worship to be for the people complete following the Sunnah. Even if it to be little good from much worship nor in its actions any grounds in the Deen of Allah rather yet the Prophet sallahu wa alayhi wa salam said: All of you, all innovated affairs for all innovation is bidah and all bidah is astray and all astray in the hellfire.
