The obligation of forbidden of al-Munkar [ (polytheism and disbelief and all that Islam has forbidden)] and a Muslim not failing to perform it.

All the praise is due to Allah, He alone we worship and He Alone we seek help.
We bear to witness their no deity worthy or worship, except for Allah, without associating rivals in worship with Him. We bear witness that Muhammad sallahu wa alayhi wa sallam is the slave and Messenger of Allah, and Peace and Blessing be upon him, and his followers and those who follow him after. To proceed:
Allah states in His Noble Book:
إِنَّ اللَّهَ يَأْمُرُ بِالْعَدْلِ وَالْإِحْسَانِ وَإِيتَاءِ ذِي الْقُرْبَىٰ وَيَنْهَىٰ عَنِ الْفَحْشَاءِ وَالْمُنكَرِ وَالْبَغْيِ ۚ يَعِظُكُمْ لَعَلَّكُمْ تَذَكَّرُونَ
Verily, Allah enjoins Al-‘Adl (i.e. justice and worshipping none but Allah Alone – Islamic Monotheism) and Al-Ihsan [i.e. to be patient in performing your duties to Allah, totally for Allah’s sake and in accordance with the Sunnah (legal ways) of the Prophet صلى الله عليه وسلم in a perfect manner], and giving (help) to kith and kin (i.e. all that Allah has ordered you to give them e.g., wealth, visiting, looking after them, or any other kind of help), and forbids Al-Fahsha’ (i.e all evil deeds, e.g. illegal sexual acts, disobedience of parents, polytheism, to tell lies, to give false witness, to kill a life without right), and Al-munkar (i.e all that is prohibited by Islamic law: polytheism of every kind, disbelief and every kind of evil deeds), and Al-Baghy (i.e. all kinds of oppression). He admonishes you, that you may take heed.
( سورة النحل , An-Nahl, Chapter #16, Verse #90)

The Prophet sallahu wa alyhi wa salam said: ‘Whoever of you sees something wrong should change it with his hand; if he cannot, then with his tongue; if he cannot, then with his heart, and that is the weakest form of belief.’” 1. In another narration ” There is not a mustard seed’s worth of belief beyond that.’” 2.
First: The obligation of forbidden al-Munkar is upon all Muslims.
Second: That the establishment with forbidden Al Munkar [ (polytheism and disbelief and all that Islam has forbidden)] in accordance to one’s capability because the statement ” he who cannot { do not have the ability} “ so the benefit of that with the establishment to forbid al Munkar depending on one’s power. Just as Allah the Most High said:
لَا يُكَلِّفُ اللَّهُ نَفْسًا إِلَّا وُسْعَهَا
“Allah burdens not a person beyond his scope.”
( سورة البقرة , Al-Baqara, Chapter #2, Verse #286)
So if the Muslim not able and he abandons forbidden wrong and he has the ability to do so. Because he who does not forbid al Munkar with action and he is able to, for verily he sins and he is destroyed with those who are destroyed with sending down the punishment [ From Allah]. He the Most High said:
لُعِنَ الَّذِينَ كَفَرُوا مِن بَنِي إِسْرَائِيلَ عَلَىٰ لِسَانِ دَاوُودَ وَعِيسَى ابْنِ مَرْيَمَ ۚ ذَٰلِكَ بِمَا عَصَوا وَّكَانُوا يَعْتَدُونَ
“Those among the Children of Israel who disbelieved were cursed by the tongue of Dawud (David) and ‘Îsa (Jesus), son of Maryam (Mary). That was because they disobeyed (Allah and the Messengers) and were ever transgressing beyond bounds. “
( سورة المائدة , Al-Maeda, Chapter #5, Verse #78)
Third: That the ability to forbid al Munkar varies, for who is able to change the wrong with his hand and stop the al-Munkar[ (polytheism and disbelief and all that Islam has forbidden)]. and it an obligation upon him that. This who is specified to do so is the Wali al-Amr [ the commander who in charge] and his deputy [those who he left in charge these affairs]. He who is not able to change it with his hand he does not have a Sultan [ the one in power ] to do so or a deputy from the Sultan to do so, then he performs forbidden with his tongue [ speak against the wrong actions from al-Munkar]. That forbidden these wrong actions by sermons and reminders and notification [ informing ] the Sultan [ the one in power] about this wrongful thing that are taking place so he can put a stop to it. Who not able to forbid the wrong with his tongue either he does not have the power with his al-Bayaan [ any type of clarification through speech or writings] because he has little knowledge. Or he is prohibited to do so with his Bayaan [ any type of clarification through speech or writings] is prohibited because of the government is an oppressor. So for this, he forbid the al-Munkar in his heart. With having the wrong actions and its people and he is far from its place and mixing with its people. For it not permissible that he sits with them or the companions of them. Perhaps he shall be like the children of Bani Israeel [ the tribe of Israeel { the people of the book, the Jews, and Christians}] first time they forbid the companion of wrong doing in a thing, they do not abandon him or sitting with him, and they ate with him and drunk with him. So when Allah saw that from them He curse them from the tongues of their Prophets.
Indeed our prophet warns us sallahu wa alyhi wa salam from us doing suchlike what they did, If there at lease one of us, you give advice and he does not accept from me then he sit with the one who is disobedient [the one you gave the advice to], and the companions of al Munkar. Allah the Most High said:
وَإِذَا رَأَيْتَ الَّذِينَ يَخُوضُونَ فِي آيَاتِنَا فَأَعْرِضْ عَنْهُمْ حَتَّى يَخُوضُواْ فِي حَدِيثٍ غَيْرِهِ وَإِمَّا يُنسِيَنَّكَ الشَّيْطَانُ فَلاَ تَقْعُدْ بَعْدَ الذِّكْرَى مَعَ الْقَوْمِ الظَّالِمِينَ
“And when you see those who engage in a false conversation about Our Verses (of the Qur’an) by mocking at them, stay away from them till they turn to another topic. And if Shaitan (Satan) causes you to forget, then after the remembrance sit not you in the company of those people who are the Zalimun (polytheists and wrong-doers).”
( سورة الأنعام , Al-Anaam, Chapter #6, Verse #68)
If you investigate the saying of those who said: that to forbid of al-Munkar not possible except for those who have a Sultan. And prohibit to forbid with al-Bayaan [ clarification in speeches and writing] and reminders and sermons and tell those who are responsible members concerning not falling into these affairs of al Munkar. Or they say to forbid with your tongue is voluntary. He names the participants as voluntarily volunteers [ if he wants to do or not] and this is wrong. Because the establishment of forbidding the wrong is an obligation and not voluntarily. And it not permissible to forbid the individual who prohibits the wrong in the markets and festivities and all the remaining places. So for this saying fails the mighty step from the steps of forbidden the wrong. Concerning the text of the Messenger sallahu wa alayhi wa salam and it ” forbid the wrong” and if that fails because he does not have the power to perform that, then he forbid it in his heart, that is a must. Never does his heart prohibit to forbid al Munkar.
And we are in our country [ Saudi] and All Praise is due to Allah- . We are able to prohibit the wrong with our tongues, and with the governor of our Affairs. May Allah preserve them . And promote them upon that and accepting it. With that just as Allah command with wisdom and the best lessons and debate with that which is best way. And the present institute Jihaaz al Hizb [ the institute of enjoin the right and forbid the wrong] in our country [Saudi] and the protector/ caretakers of it State [ Saudi] and has a badge of courage to us and the value of safety in the communities. May Allah continue this and give success to the governors of our affairs, for preserving it and cherishing and strength it. For this blessed country and continue to protect this aspect. To continue the complete care taking of all its states since its establishment upon the support of two Imams, Shaykh Muhammad bin Abdil Wahab and Imam Muhammad bin Sa’uood, may Allah have mercy on them two and put blessing in their efforts. The reality of the saying of the prophet sallahu wa alayhi wa salam:

Then after them successors followed who said things they did not do and did things they were not ordered to do. All who fought against them with their hands were believers, all who fought against them with their tongues were believers and all who fought against them in their hearts were believers. There is not a mustard-seed’s worth of belief beyond that.’” [Muslim]
